CONSTITUTION OF INTERNATIONAL STUDENT ASSOCIATION OF JIANGNAN UNIVERSITY
Jiangnan University International Student Association, Approved by the general meeting held on 4thDecember, 2019.
CHAPTER I. GENERAL RULES
Article 1. Character
Jiangnan University International Student association (hereinafter referred to as "an Association"), English name: International Student Association of Jiangnan University (ISA-JU), is an organization of international students of Jiangnan University, who willingly joined to form an association under the school's supervision and guidance.
Article 2. Purpose
As a bridge of communication of international students themselves and with Chinese students, the association actively plays an important role to coordinate and serve, aiming to integrate understanding, friendship, and love for school and to create a school where various cultures and talents can intermingle in harmony.
Article 3. Task
1. To cooperate with the talent training center to maintain the legitimate rights and interests of international students;
2. To organize various forms of activities of learning, culture, practice and others, implement self-education, self-management, self-service, and promote the all-round development of international students;
3. To guide all international students to abide by laws and disciplines, advocate excellent school spirit and study style, and build a positive and healthy cultural environment;
4. To strengthen collaboration, enhance friendship, and build a strong, distinctive and influential international student organization.
CHAPTERⅡ.MEMBER
Article 4. Membership
All international students enrolled in Jiangnan University who have received academic education and support the constitution are members of the association regardless of nationality, gender or age.
Article 5. Membership Rights
1. Equal right to vote, to be elected and to vote;
2. The right to know about major issues discussed and adopted by the Association;
3. Participate in the general meeting and various activities held by the Association;
4. Request the association to strictly convey the opinions or suggestions to the departments concerned;
5. Advise and supervise all levels of the organization through reasonable means;
6. In the event of difficulty or infringement, request help from the association.
Article 6. Membership Obligations
1. Abide by Chinese laws and regulations, school rules and regulations, and respect Chinese social customs and diverse cultures;
2. Respect the Constitution of the Association and uphold the reputation of the school as well as the Association;
3. Complete the learning task, scientific research, practical, etc. stipulated by the school on time and in good quality;
4. Actively invest, contribute and participate in establishing an international student organization with high level of excellence.
CHAPTER III. ORGANIZATION
Article 7. The Presidium
The Presidium of the Association is a permanent body of the Association, comprising of one chairman and 2-3 vice-chairmen. The Presidium shall hold at least five plenary meetings convened by the president each year, at which a voting system is implemented for major issues. The Presidium is supervised by all members. Its main functions include:
1. Formulate the annual plan of the Association, preside over the daily work, and make decisions on major issues;
2. Manage internal affairs, conduct division of labor, and convene ministerial and general membership meetings;
3. Manage the financial affairs and ensure good operation.
4. Coordinate international student country contacts and college contacts;
5. Report to the school of International Education on a regular basis and receive instructions.
Article 8. Internal Institutions
The association has an administrative department, academic department, propaganda department, cultural and sports department, and practice department. According to the nature of the work, the association can guide the presidium to optimize and adjust the institutional setting. The head of departments shall be appointed by the presidium and supervised by all members. Their main functions include:
1. Implement the deployments and decisions of the presidium.
2. Form departmental work plans and perform their duties;
3. Carry out activities for international students of various characteristics;
4. Promote and maintain the image of the school and the association.
CHAPTER IV. ELECTION
Article 9. Election Conditions
1. Enrolled International students who are not first-year or graduates;
2. Positive, diligent and hardworking, strong organizational and management skills;
3. Excellent academic performance, no violation of laws, disciplines or regulations;
4. Highly recommended by the teachers and students, full of work enthusiasm and team spirit;
Members of the presidium are, in principle, ministers; each term of office of the presidium is one year and may be re-elected, but not more than two terms.
Article 10. Election Process
1. In September each year, the association will open to accept the written application of individual candidates for the new presidium.
2. The current presidium shall summarize the materials of the applicant and conduct the preliminary qualification examination, and then submit it to the school of international education for further examination and draft a list of candidates;
3. Between late October and early November of each year, the general meeting of all members of the international student association of Jiangnan University and the election meeting of the new presidium shall be held. Only when the actual number of participants exceeds half of the required number can the meeting be valid;
4. The current president will give a report on the term of office for no more than 10 minutes;
5. Adopt the Association constitution;
6. Election will be carried out by list of candidates, vote count and scrutineers and by electoral measures;
7. Candidates shall make a speech for the election for no more than three minutes;
8. Vote for the president and vice-president, and the elected candidates shall form a new presidium;
9. The new presidium meets with the members and the new president makes a speech;
10. Convene the first meeting of the presidium to discuss and decide on the candidates for ministers;
11. The elected president, vice-president and ministers assumes office after it has been approved by the school of International Education.
In the voting process will be a multi-candidate election and secret ballot, representatives of teachers and students inside and outside the school and special guests may be invited to attend as a non-voting delegates; members should be on their school badge, behave properly and be seated at designated position.
CHAPTER V. FUNDING
Article 11. Source of Funding
1. Special funds from the school of International Education;
2. Donations from enterprises, units, individuals and other formal channels of the society;
3. Other legal sources of funding.
Article 12. Financial Policy
The financial work of the Association is subject to the system of budget and finial accounting, under the guidance and supervision of the school of International Education.
CHAPTER VI. SUPPLEMENTARY ARTICLE
Article 13.
This constitution come into force upon promulgation. The right of interpretation shall be vested on the School of International Education.
